Appointed Mayor of Sarrum, a former revenue clerk who chairs the civic machinery of a city he does not command, keeping water, rates, burning, licences and enough order for business to continue.

Robert Kelham is Mayor of Sarrum, appointed from an agreed slate rather than elected, and with twelve appointed aldermen he keeps the conduits, rates, burning, licences and enough order for business to continue. It is an office of maintenance rather than rule. The eleven trade halls regulate their trades, the Bank Council regulates credit, Houses Hartfell and Ashdown stand over the county, and the charter companies command their own works, stores and protected compounds. Kelham chairs the civic machinery without commanding the productive city.

His appointment says a good deal about how Sarrum is governed. Kelham is a former revenue clerk, and his principal virtues are held to be that the companies pay when he asks twice and that no appointing body suspects him of belonging wholly to another. The council’s seats are divided by custom among Crown, Oxford chapter, Hartfell and Ashdown interests. What the Mayoral Manor collects goes first to the conduits, the burning, the surgical houses, tax collection and enough relief to prevent stoppage; the surplus is divided among the arrangements that support the appointing institutions. Nobody in the Manor calls this keeping the populace poor, and nobody has proposed spending enough to make it otherwise.

For all that, Kelham’s name travels beyond his city. He is one of the figures through whom large systems acquire a face: a civic stoppage in Sarrum reaches him as surely as a credit stoppage reaches Grace Ashdown of the Bank Council. He is overworked and looks it, but he is not easily pushed, since his whole authority rests on remaining useful to everyone and captured by no one.

Companies meet him when the city’s maintenance fails in a way that no hall or company will own: a fouled conduit, a fire that crosses a boundary, a licence quarrel that threatens to stop a district. In the rubble quarters, where gangs and associations matter more by night than any officer of the Manor, his warrant is worth exactly as much as the people willing to honour it.

Heavy-set and substantial, the Mayor is a man in his late fifties with thick but receding dark-grey hair, a heavy grey moustache over a clean chin, and a broad, tired face deeply lined around brown eyes that are chronically reddened, his complexion that of a soot city. A small burn scar marks one temple. He wears a dark charcoal mayoral coat over a muted rust waistcoat, the civic chain and Sarrum seal, and heavy gloves, with a respirator scarf kept close in the works districts. He has the look of a man who has read too many water and fire reports and still intends to read the next.
