The panel created by the wage article of the Bill of 4551 — three members from the halls, two from the associations and one from the council — which sets each year a wage floor for members of hall trades.

At the table
The only wage floor in Britannia, watched from the capital with interest and alarm; its composition has eroded it, and in seventy years the floor has served in practice as a ceiling. It does not reach women in the sheds, wharf gangs, carters or general labour.
