The most disciplined of Sarrum's neighbourhood associations, which raised the first association burial fund and fed the four hundred refugees of Ironmere for eleven weeks out of its own fund in 4597.
The oldest, largest and most disciplined neighbourhood association, negotiating for perhaps eight thousand people; its spokesman is treated as speaking for the districts generally.

At the table
Quill is received at the Halls, the council and Marlfield. It keeps its lads beneath it and refuses gang authority, refused three times to admit an Ash Dog collector, and ran the only successful anti-truck scheme (4599–4610). It holds its Tuesday meeting at the Ash and Barrow and owns four public houses. Vance's Company lodges its written statements with it. Called the Brethren in 4602; asked the ring Ladies in 4611 to enter the city and was refused. A company that works for it gains a name in the housing districts.
