Between forty and ninety uncounted men, mostly runners who left their ships, who live by the Dover beach, share work and food, and keep their own rough order.

At the table
They do the town's unrecorded work: recovering bodies, digging foreshore plots, carrying and sitting with suspect cargo, paid in coin with no record. They are the best source of information on the coast but will not act as witnesses. Silas Hoo twice refused a London bone-broker.
