Cambridge's older civic council, controlling streets, wells, fire rules, public houses and the ordinary watch. It is one of the five Cambridge authorities beside the Collegium, the Schola, House Beaumont and the craft guilds.
Cambridge's town council, which charters the Guarantor Rooms, regulates the workplace (badly, in the trades' view) and funds last-resort guarantees and custody-belt maintenance. The Cambridge town council, which licenses the hundred and forty public houses inside the liberty.
