The eleven-man syndicate that governs Blanchefleur harbour day to day; each seat is tied to ownership of a defined piece of quay. Like other harbour syndics it licenses, fines, keeps a treasury and a court, and under its compact may hang a man for an offence against the harbour.

Unaccountable and therefore careful: dues published, decisions given the same day, since a port with a bad name loses its trade to Aubemer. Its seal is absolutely good within its own harbour. A syndic who has detained a man has done it for a commercial reason that can be paid, argued or outwaited. It pays for a shrine light at the head of the quay out of harbour dues. Syndic exemptions date from the settlement after the Bad Years; the syndics have twice proposed dealing with Crecques.
